The law was written in July 2013
The law was enacted in Dec. 2013 in an emergency order
They thought the new law was in the new 2014 fishing...

The rules are already different. A charter captain may not keep a fish " for the boat" during the spring season a rec can. Even though the DNR stopped putting that rule in the fishing regulations...
