Scott; I'll give you a reason it won't work.
If you heard Obama last week, he chastised America for not being able to accomplish major projects like the Hoover Dam or the Golden Gate Bridge.
It's not that we can't do those types of projects, it's that the Government won't allow us to do those types of projects. How many environmental impact studies would have to be done to remove the silt and then redeposit it in WV? And heaven forbid we find a "snail darter" that is on the protected species list. If you and I started using the million dollar "study" money to remove the silt instead, we would be carted away in handcuffs for not having the proper papers in order.
This country is paralized by beaurocracy (sp).
