What about a public / private partnership where a community splits the proceeds with the county and regulates the ramp as they see fit, within reason, ultimately governed by the county.
That way, the community has a stake in the "problems" as well as the profits.
Another thought would be the county promising to keep up some if these current private "pay" ramps while splitting the profits with the ramp owners. Another win/win.
