Strangely enough, I thought the USCG was a federal agency and a certification for "Bays, Sounds and Costal Waters" included the Chesapeake Bay.  |
It's always been that way. I thought it had changed, when you mentioned the inspection up in NJ.
Each commander is king of his sector and has individual discretion.
