Only difference is the cost (as far as I know). The PRFC is recognized in both MD and Vir.
I know some have wanted to make a "statement" and not support MD DNR. I bought my MD stickers today because I needed to get them fast. I'm headed out fishing tomorrow on an unexpected trip
