There is a railroad right next to the dam. Pumps could "suck" the silt out from behind the dam, dried, and loaded onto the railroad cars.
But hey, we need to "study" the situation to death while we wait for the next big storm.
Truth be told, there is probably enough money to study the problem, but not enough to fix the problem.
This way O'Malley can at least give lip service to the problem, without actually doing anything to correct it.
