Don; that still leaves me with 6 rods to figure our what to run on them.
Dummy lines are not rods and therefore don't count.

I have not read the law in detail, but wonder if you could run teasers legally without a hook plus your 6 rods.

Instead of trolling I may just LTJ for the fish from the Flats to Solomon's. The DNR does not seem to care about LTJing and I hear its Ripping at the secret spot right now.
